Documentary starting point

The linked official materials establish a general framework; they do not supply a Winum-specific legal determination. The evidence table records the scope of the documents examined. No professional legal opinion is included.

Documents and their different roles

The official Act text, Chapter III, separates three prohibitions: section 5 concerns offering online money gaming services; section 6 concerns advertising and promotion; section 7 concerns facilitating related funds. Section 1(2) also addresses services operated from outside India. This is why a foreign licence or offshore location does not settle the India question.

Document question Why it belongs in the review
Service offered What activity is actually being assessed?
Promotion Does a page describe evidence or induce participation?
Money movement Is the publisher facilitating a transaction?
Territory Which service, reader and jurisdiction are involved?

These questions require legal assessment of the actual facts. No Winum-specific determination is included in this source set.

The Act text is the statutory starting point. The gazetted rules supply implementing provisions. PIB releases explain the government’s position but do not replace the legislation. The dates and scope of these documents must be distinguished from the date on which a reviewer accessed them.

The rule notification specifies 1 May 2026 as its commencement. Before relying on a legal conclusion, a reviewer must also check relevant commencement instruments, corrigenda, amendments, judicial decisions and their current effect. This research is not a complete search of that record.

Questions a qualified reviewer must answer

Which activities would the publisher actually undertake? What are the real relationships with the brand? Do the content, references or commercial arrangements create obligations or prohibited promotion? Are regional or procedural qualifications relevant? The answers must address the actual project rather than an abstract label such as “review website”.

A useful professional assessment identifies its scope, date, relevant activities and the actual publisher. No such assessment of this publication model is recorded. A general disclaimer does not supply the missing legal analysis.

Brand-specific status remains unresolved

This source set does not contain a determination naming Winum or a professional opinion on a particular service. The site consequently makes no claim that an authority has specifically approved or banned the brand. An overseas licence assertion belongs to a separate inquiry and cannot substitute for analysis of Indian law.

Scope of this resource

There are no gaming referrals, registration instructions, deposit guides, playable demos, mirrors or executable downloads in this project. The absence of those features does not establish that an editorial or commercial arrangement is legally permissible.

A legal conclusion depends on the actual publisher, content, commercial relationships and current law. Those questions remain unresolved here. The methodology explains how documentary observations and their limitations are recorded.
